摘要(中文): 随着IT产业的发展,日益成长的海外IT服务市场(尤其是外包信息技术服务市场), 世界性IT产业价值链分工的需要以及中国内部人力资源利用的需求, IT服务已经成为了中国信息技术行业的一个热门话题。然而, 在过去的IT服务的转型实践中,到目前为止中国的相关企业却鲜有成功案例。为了向中国的IT企业提供一个相对全面的方式来实现转型实施, 本文将作出相关研究并开发一个专为向IT服务业务转型的模型。 本文将着重于组织变革实施部分的研究, 在快速纵览IT服务业务之后, 我们将进行运用IBM组织战略变革管理模型和麦肯锡7-S模型对一个真实的业务转型案例(微创)进行分析。分析的结果证明目前还是欠缺有效的转型模型, 并且这种转型往往忽视了以执行力为中心。 为了解决这些问题, 我们将开发一个新的转型模型。新模型将推出两个新的概念: (1). 执行力三角(ECT), 以之描述执行力元素, (2). 三种推动力(TDF), 以之描述推动执行力发展的力量。本模型将包括两个部分,即: (1). 战略检核与=理理解部分; (2). 执行力发展为中心的组织变革实施部分。整体而言, 该模型将以企业的战略变革选择为输入, 以期望的执行力为输出来实现中国信息技术公司的IT服务业务转型。
摘要(英文): Due to the IT industry development trend, the increasing oversea IT service market especially the outsourcing IT service business, the world wide IT value chain allotment demand and the Chinese internal human resource utilization demand, IT service becomes a new hot topic in Chinese IT industry. However, in the past IT service business transition implementation practices, there are few successful cases in the Chinese industries. In order to provide a relatively comprehensive approach to help Chinese IT companies to make the transition implementation, this article is to perform the research and develop a specific framework for the IT service business transition. As we shall focus on the organization change implementation part, we shall quickly go through the IT service business, and then we will analyze a real case --- Wicresoft by IBM organization & strategy change management framework and Mckinsey 7-s models. With the analysis result, we identify that companies lack of the effective and efficient transition framework, in addition, the transition is not execution capability development focused. To address these issues, we then develop a new transition framework. The new framework introduces two new concepts: (1). Executive Capability Triangle (ECT), which describes the cells of execution capability; (2). Three Driving Forces (TDF), which drive the ECT development. The framework includes two parts: (1). The strategy change choice check and understanding; (2). Execution capability development focused organization change implementation. Overall, the framework will have the company strategy change choice as input and the desired execution capability as the output to realize the Chinese IT companies' IT service business transition.
